As I was surfing this board today I saw a topic about loading tons of workers into a city to make them all tax men or scientists as they could only disappear one at a time. Well it got me thinking after the discovery of Replaceable parts, what if you make them all Civil Engineers to add a lot to complete wonders quickly. This could be done to secure late industrial wonders (Hoover to further increase production) and you pretty much get a good advantage to recieving most if not all the modern age wonders. Think 50 workers at 10 sheilds a piece could add 100 production per turn for a city. I believe this could also be done to build space ship parts quicker, but have not tested it out yet.
 
Dogpiling excessive workers into a city was disallowed in one of the PTW patches. You can't add more population to a city that's already got enough citizens that it's losing food.

Up to the food limits, adding extra population to make civil engineers is a good idea. However, you're generally better off just mining the terrain instead and getting shields that way. You get as many shields from a mined grassland as you do from an irrigated grassland plus a civil engineer - but the engineer's shields do not get multiplied by factory-type improvements. So it's better just to mine everything.

If the city's terrain even when all mined can support a population of greater than 20, certainly, make the extra citizens civil engineers and take the shields.
 
Oh, I didn't realize that that was fixed in a patch. Well I guess this strat isn't as good as I hoped but the extra citizens can still be engineers.
 
I was recently playing in a world with a terrible lack of rivers, and while I wasn't able to 'dogpile' workers into a city to falsly inflate its size, I did max it out having every square irrigated and then quickly mined nearly every square, in an effort to build fresh the Hoover Dam in about 14 turns (rush building factory/hydro plant/hospital). I found the policemen to be incredibly useful in boosting production as they dropped the corruption.
