Leader Animation Glitch

It's not a game-breaking bug, and I feel confident that its a bug, and not an issue with my video card (though I am ready to stand to be corrected ).

When you go into the Diplomacy screen, I am finding all the animations to be highly pixellated and slightly translucent in places. This occurs even when I have the leader animations set to their lowest settings. I couldn't find this bug reported by anyone else, and I will try and follow up this post with a screen print of the problem before the end of the day.
