Leader Screen - Where is the "High" setting?

I've noticed that the Leaderscreen is missing it's "high" setting, is it because I ran it on DX9? What is it about DX9 that can't handle the higher setting?

There are special effects in the high settings, which can only be handled by DX11, that's why.
