It's too early, because I doubt that many players completed more than 3 games already.
However, my 2 cents from my first game:
Revolutionary Napoleon is much stronger than I thought he would be. I initially had him as one of the weaker leaders. But that +1 Movement on all land units is very good, especially in antiquity. It allows to outmaneuver the AI with a lot of ease, and that benefit snowballs into better commanders, and a sizable culture income very quickly. If your going all-in with war with him, you don't need much culture buildings at all, and you're swimming in military attribute points (his quests, and the ones i got from Rome, Spain and France) were very easy to do. There was also a surprise reward for one of his quests, which is something that probably every leader has but has not been mentioned/listed so far. Plus, his legendary unlock in the military attribute tree is strong (but I don't have it unlocked yet).
SpoilerQuest reward :
The very easy to fulfill end of the Exploration era quest will gave me ~10 free bombards.
