Wouldn't it be interesting to have a new leader for each era? So for each era (classical, medieval, renaissance, industrial, modern) there is a new leader for each faction. So for England you could have the following:

Ancient - none (tribal)
Classical - Arthur
Medieval - Richard I
Renaissance - Henry VIII (lots of alternatives)
Industrial - Victoria
Modern - Elizabeth II

I think this could add an interesting element to the gameplay, giving an additional strategic layer and make choosing a faction much more important, and also provide a history lesson.
 
Another problem you run into is if the Civ doesn't have a leader for that era. In your example, who would lead England in the ancient era, when they didn't exist as we would consider them.

Then how about the Babylonians, they don't cover most of those era's.
 
It's not just about historical right? In Civilization, you can make up history. So that means random leader for each era.
