Level affect on Conquests

All,
How does the level of play (e.g. emp/sid, etc) affect the scenarios (either Conquest or player created)? Does it affect everything it normally does (e.g. increased production, etc) except for the starting units since they are already determined? Thanks.

I think so.

You could usually check that into editor.
