levels of corruption

Can someone explain and rank the different levels of corruption? The civilopedia describes them as:

Catastrophic
Rampant
Problematic
Communal
Nuisance
Minimal

But these terms are somewhat vague? For instance, what is communal corruption? Is minimum less than nuisance and rampant worse than problematic?
 
I've seen and read that post. However, the civilopedia describes corruption in those ways as it relates to governments and that thread doesn't really go into how governements and corruption relate. I guess the ranking kind of describes them though.
 
Yeah, to my knowledge there's no specific description of what each of them means. I can tell than 'Catastrophic' means 100% everywhere, though, and the difference between 'Minimal' and 'Nuisance' (ie. Dem vs. Rep) doesn't seem to be very large, according to most people, anyway.

Minimal is the least corrupt while catastrophic is the most corrupt. communal works best with large empires as total corruption is split in cities evenly.

Put another way, Communal isn't determined by distance from the Palace. It's the same for every city in your empire.
