Liberating Cities

I was taking Assyria's cities because he wouldn't stop being a jerk. The war was going to be over soon and I sold a captured Assyrian city (Nimrud - I think) to Japan because war was brewing with them next. My thought was that I could revive Assyria and remove some of the warmonger stigma from conquering them. Then I went to war with Japan and attacked that city again and took it. This was after Assyria was out of the game. I thought I would get the option to liberate the Assyrians and restore them to life but I didn't.

My question is, why didn't I get the option to revive Assyria? Is it only available on capitals? Is it because I had control of their original capital? Is it because I sold the city to Japan and was the original conqueror? Or was it some other reason?

Same war with Japan - during the peace treaty he gave me Almaty which I then liberated. What was strange was that even though I was allies with Almaty (due to the liberation) I couldn't click on the city. I had to send a boat over to it and "meet" them first even though we were already allies. I thought that was strange.
 
You conquered the city before. You can only liberate a city if it hasn't been conquered by you in the past.
