In my most recent game (Ethiopia, Immortal, Standard, Standard, Shuffle) I racked up some major warmonger points early in the game by wiping out both Japan and Poland completely. Everyone had a lot of warmonger hate going for me. Washington declared war on me (he was running away with the tech lead). Ur was an allied CS of mine, and it was on the coast surrounded by American lands. Washington had a huge army and would repeatedly capture Ur. I used my navy to repeatedly liberate Ur, each time receiving a "MAJOR Liberation Bonus." It seemed that after liberating Ur about 5 times, the whole world changed their opinion of my warmonger status, and I only had a slight negative modifier with a couple civs and no negative modifier with a few others. People even started offering me DoFs! Washington started running me over with a more advanced military, but it was fun while it lasted.

Has anyone else ever been able to use the Liberation Bonus to counteract previous warmonger penalties?

Yes, you should always be looking for liberation opportunities when you warmonger, especially CS. Except when you have a permanent warmonger score then liberation won't matter. To gain permanent warmonger score you need to eliminate %25 of all civs in the game(extreme), eliminating %40 of all civs in the game gives a critical warmonger score. CS are considered civs in this calculation(I believe).

On a side note every time Washington captured Ur he would be gaining some heavy warmonger hate with all known civs(cos Ur is a minor civ with 1 city).

If CS are considered civs in their own right for the warmonger score calculation, and assuming standard settings (where there are twice as many CS as civs), then logically, one can never reach critical warmonger score by attacking only civs and never city-states, right?
 
I tried to achieve liberation bonuses in multi player once, but human players play dirtier than ais so the human I was trying to liberate the city state from gifts the city away to someone else in the game and has them liberate th cs instead. It makes me see how evil humans are.
