My question is simple: Which civs do you think will most likely get an additional leader, and who could be the leaders?
My personal opinion is that Cleopatra, Victoria and Catherine will almost certainly get a male counterpart, and that they will give an additional leader to "big market" civs like America, Russia, Germany, China, Japan and maybe Rome (because people like Rome from a historical aspect very much).
And finally i think they will try to go for a gender balanced representation, but i don't think that will be the case for every civ.
Here are my guesses:
Egypt: Hatshepsut, Akhenaten or Ramses could make a return
England: Churchil and Henry VIII (big personality)
France: Louis XIV and Napoleon
America: Lincoln and FDR
Russia: Catherine the great, Alexander Nevsky and Alexander II
Germany: Otto I, Bismarck and Frederick the Great (not sure if he counts since he was prussian)
China: Wu Zetian, Han Wudi, Tang Haizong
Japan: Maybe some more mythical fugures like Himiko or Jingu
Rome: Augustus
