Yes, sort of. It's called the Optimal Number of Cities, or somesuch. Depending on the size of the map and the difficulty level, you are limited to how many cities you can effectively run. While you can build more, don't expect the AI to want to, because you ruin your whole empire when you exceed the value.

Bigger maps allow for more cities. Higher difficulty levels lower this value a little. Thankfully, it is possible to adjust this value, so it becomes feasible to have more than a dozen cities, or to capture civs instead of slaughtering them like cattle.

The Optimal Number of Cities is a big controversy. Most people don't like to be told that they have unreasonable limitations set on their fun, but there are a few who take it as a challenge to build huge empires in spite of the game designer's deliberate sabotage.
