There are some lists in civ.
for example list of building or units what a city can make.
I cant use HOME, END, Page Up & Page Down bottons on them.
For example, If you wanna choose WEATH or sth down of this list, what do you do?

You can use the Up Arrow Key and Down Arrow Key, as well as the mouse scroll button, or the arrows by the build queue.
