How does one get this achievement without causing the empire to revolt? You would need to found over 25 cities to get to it as the Celts, which makes me think maybe playing as Attila against Boudica only would be a faster way to get it. Thoughts?
 
And its the 37th city if I am not mistaken.
 
Ok, just settled the city as Attila. No achievement. So you have to play as the Celts to get it, it looks like. :(

What map type do you think would be best for this achievement?
 
you can just play a 12 player Pangea
And make it a 1on1 on settler.

You have much room to expand and when you get Tradition and Commerce you shouldnt have happiness problems. Or dont let your Citys grow and just build settlers in you capital.
 
Pangaea, Large or Huge, quick speed, legendary start, low sea level, temperate, no victory conditions other than Domination, Settler, take the liberty, commerce and order social policy trees, found a religion that uses Burial Rites and Pagodas. That's a bit overkill on happiness, but if you want to get the achievement it is better to be safe than sorry.
Oh, and OCC of course.

EDIT: yeah, decreasing the number of other players on a large map is probably the best suggestion as long as you have a handle on the difficulty level.
 
Also, you can get this one if the Celt AI founds that city.
 
build a religion based on happiness! Between that and the UB, you will get a good boost to your happiness. Find out and make buddies with all the mercantile CS and trade all the resources you can!
 
Thanks guys, I had 3 other AI on a Huge map on Prince difficulty, and one of the AI eventually settled it. I had made about 6 cities.
 
I did it once (completely legit) on a standard map size, normal amount of civs and city-states. The trick is to found a religion completely based on happiness, and you need to start spamming cities hard from the start and never stop.

Ironically enough, I found the biggest challenge was not running out of time to found the cities. Rule of thumb: if you're people are happy, build a settler. That way you won't fall too far behind.
 
I did it in Tiny One on One Quick Settler Pangea. I sent out some scouts and kept ICS out from my capital until I found my opponent. Then I quickly built a wall of cities at our border to keep them out and built until I got the achievement. I think I remember it being city 32 or 33.
 
i'm playing a game with the celts now. I captured a bunch of cities. If I rename them to names on the list, will the game skip that one and go to the next one?
 
Maybe. Give it a try.

The Celtic city name list is in the CIV5Cities_Expansion.xml file. In Windows, the path would be something like:

C:\Program Files (x86)\Steam\SteamApps\common\sid meier's civilization v\assets\DLC\Expansion\Gameplay\XML\Civilizations\CIV5Cities_Expansion.xml
 
Yeah, the easiest way to do this is to play a huge map with all civilizations as the Celts. It will only be a matter of turns before the city list gets used up.
