Looking for a Mod

I'm looking for a mod that allows me to choose to disable some civs when I do a random selection so for example if I disable Germany there is no chance I will get Germany if I select random.

I read that it may exist but I wasn't sure so I wanted to ask.

I don't know of any mod that does such a thing, but I've seen a website that can do that for you. Not that I remember what it's called...

Really Advanced Setup used to do it, until Firaxis changed how the pre-game cache worked in one of the patches

Don't know if General Tso every found a work-around for it
