[Vanilla] Looking to comission a mod

I am looking for a modded civilivation/race for the vanilla game. This is for both Civ 5 and Civ 6

Neko race, all cities near any neko cities will have -1 loyalty for every 10 turns the city is near

Specalised unit, Neko Crossbowman, Can fire twice in one turn

Unique building structure, Cat scratch tree, this is the maxed building for the Holy district.

Id do it myself but epic games does not have a tool for this.

I thought this was cringy but the ending made me think it was cringy cute. I think it's truly a shame that SDK tool are only avaliable for Steam. Someone should upload them here, now that we have another plataform (that someone should be Firaxis, but they wont so someone else should do it)
