I heard that when a unit with > 10 XP is upgraded, its XP is reduced to 10, and can be promoted again at 17 XP. Does that mean you lose the promotions higher than 3rd level? E.g., combat 4, city raider 4? If this is true, then there is no point to promote a unit to a 4th level skill, unless it's mechanized infantry, modern armor, or gunship?!

No. First of all, you want a lvl 5 unit to build Westpoint. Not to mention that a unit with 5 or 6 or 7 (etc) promotions is just God-like.

Second of all, what happens is that any unit that has more than 10XP when it get upgraded gets knocked down to 10 XP. It keeps its promotions and its levels. But that also means you might now have to get a dozen or more XP for that unit to reach its next level.

A lvl 5 unit to build west point means a unit with >= 17 XP and getting >= 4 promotions? Or just 4 promotions (since aggressive trait gives a free combat 1 promotion)?

So, a combat 5 axeman will be upgraded to a combat 5 rifleman, only with XP back to 10? That sounds pretty good, you can get another promotion after gaining 7 XP rather than 9 (17+9 to 26, right?) XP.
