Actually... nope. I'm still working on that one.
I kept getting emails about whether I was going to finish the series off but I'd just dissmissed ever doing it. There were big problems involving the control of enemies in wide open spaces (unlike Moria, where everything is 'locked' into small spaces).
Then, out of the blue, I was contacted by Paul Cullivan (creator of Odyssey). He sent me a couple of text files he'd been working on some time ago. They described, blow-by-blow, Frodo-et-al's journey from Bagend to Rivendell. I read through them a few times and it got me thinking. It wasn't long before I started coming up with ways that might overcome the problem of monsters wandering off.
Anyway, I tried out a few experiments and was surprised to see things falling into place really quickly -- everything worked! It was all pretty obvious in the end.
The game is, once again, more of an adventure than typical Civ game (what else? ...it's me right!). It's kind of a hybrid of Moria and Return of the King, meeting somewhere in the middle as far as gameplay goes (probably leaning more toward Moria actually). Of course, you'll be able to take the route Frodo took, but if you want to try another, well, you can.
Right now I'm somewhere just outside Bree, with regard to the event files (it's probably going to be a three batch file deal).
