Why the Civilopedia so pitiful in every Civ game?

Please be careful how you quote people. I actually said "It would not surprise me if Firaxis decided[...]" which is quite different from the declarative "Firaxis decided[...]". I don't claim to know the exact reason Firaxis makes any development decision.

Here are some generic issues I've been having with the Civilopedia. Anyone have any constructive solutions? Thanks!

1. Civilopedia is available only during a game. This inhibits research.

2. Civilopedia is Age specific for certain random topics. This inhibits research.

3. Civilopedia does not include the gameplay affect of SOME gameplay concepts. This inhibits improving my gameplay.

Civilopedia definitely feels less fleshed out than Civ 6 on release. Maybe I'm biased, but I felt that Civ 6 not only had more detail and character to its entries, but it also used better UI principles? I just can't defend the deafening gray color palette of Civ 7's built-in wiki

What we need is the ability to mod in new entries into the Civilopedia and the community would get that thing into top tip shape in no time.
 
Firaxis, I'll write a better civilopedia at a cost of 1 ct per 2 words.

That's significantly cheaper than you'll normally be able to hire a writer for, and I don't think I'm below the level of industry professionals, considering my extensive experience (admittedly mostly in creative writing, but it's not that hard to switch to documentation), love for writing, and Civilization game knowledge.

I can even provide a Dutch translation as well. If the game even has an official Dutch translation. Not like I know.
