low frame rate

I'm getting about 10-15fps when playing, with all graphics setting set to low.

Here are my computer specs:

2.0 ghz pentium 4
644Mb ram ~266mhz
Radeon 9250 card

Sometimes the framerate drops even lower, but I found out if I minimize the game for a few seconds it improves a bit. I was thinking of upgrading my graphics card, but I don't know if that's the bottleneck.

You would almost certainly be served best by getting a video card upgrade. The 9250 was (argueably) the weakest of the Radeon 9XXX line. Just be careful to get a card that the your motherboard (AGP slot only, probably) and power supply can handle. My comps other specs are comparable but I have an ATI 9600 Pro and it handles CIV at fairly low graphics levels (really don't need the extras ) well into modern times.

try running the game in windowed mode if that helps...

Running the game in the windowed mode did not help. I have noticed that the frame rate boggs down when there are forest and jungle tiles on screen, to about 8-10 frames, otherwise its 10-15.

Have you turned off all nifty details under graphics options? Animations, etc.

Yea everything is turned off.
