Low framerate - GPU Optimization

Hey guys, I'm wondering if anyone is aware of a mod or anything to increase GPU optimization to reach higher framerates. I'm running a 1080 Ti and can't consistently hit 100FPS at 1440P when zoomed out. My GPU is only about 30% utilized. Any help would be appreciated. I can maintain 100FPS at everything other than the highest zoom level.
