I have generally played peaceful turtling CV's where I would amass theming bonuses, tourism modifiers, and build hotels + airports to see my tourism go over 1000 (or over 1500 with Brazil) after the Internet, but I guess it is not strictly necessary to win a CV, especially when you go for fast turns. I think you can even get away with the Internet before researching Radar.

Also, there is a post-internet great musician bombing strategy, but at the end of game everyone denounces you, so moving musicians becomes tricky.
Pisa is good because you get a GE to rush Uffizi, though Uffizi itself is tricky to fill because you need works of art from the same era and same civ, which basically means you have to make sure you created 3 great artists yourself. It is doable during the Renaissance if you take Artistic Genius policy or turtle out the Renaissance, or just park your artists until you have 3. The Louvre can potentially give the largest theming bonus of all, but it's also tricky and requires a bit of work to fill. It typically takes Artistic Genius, Pisa, Arts Funding, garden, and National Epic to generate enough great artists to fill out Uffizi, Louvre, and Hermitage because that's already 8 slots for great works of art -- and at least 250+ turns.
You would have certainly guaranteed Pisa if you hadn't gone to Astronomy, but with 4 cities on the mountains it was the best decision.
