I have good news. player:ChangeExtraHappinessPerCity does work, and the effect doesn't disappear, and is persistent in saved games.

So I don't need to use policies at all after all.

I hadn't actually tried it out separately from my earlier broken conditional, but assumed it wouldn't work.
