As in, who filled out or how do we know it's correct?

Sseckman is the one who filled it out. That would be Shaun Seckman, the guy at Firaxis who designed the entire modding system, along with the tools. Fairly sure that's a good enough reference.

btw, a lot of the functions listed have the cap thing wrong, for example setPlayerthisandthat will be SetPlayerThisAndThat
