My guess is you are using Mac OS file dialogs - it's an option in the initial setup screen when you launch Civ3. This means when you tell Civ3 to Load a saved game it hides the game screen and displays a conventional file open dialog. The good news is you can then navigate anywhere on your hard drive to open a saved file - for example your Desktop or another download location. The bad news is that in version 1.29b2 it's very fussy and requires that the saved file looks like it was saved by a Mac and includes the Creator and Type data, and has a .SAV suffix in upper case. This will be fixed when MacSoft release the full version 1.29f, or when hell freezes, whichever comes first.
You have two choices, in reverse order of self-publicity:

my file fixer script to modify the gotm start file - you can just drop the file on the script or attach the script to your download location as a Folder action to fix all files you download.

The link in my sig will take you to the Mac installers which will painlessly modify a copy of Civ3 1.29b2 to run the GOTM. You need the gotm23 full installer, and the gotm24 and gotm25 add-ons, then you need to add the pediaicons file that comes with the start saved game.
