I thought of this the other day while listening to NPR as a mod that is way beyond my Paygrade to develop.
Keep the logistical positioning for your ships the same as they would normally be, that is, let's say you are parked 2 squares off someones coast...
But make the visual grid wavey for all ocean and sea.
This way there can be disputed border conflicts as you "drift" into not-so-friendly waters, even though we both know you were in international waters.
Works best playing as Elizabeth or Xerxes.
