Make Peace and Declare War Trade Options Display Unmet Civs

May be an old bug, but I'd never noticed it before and a guy over on Reddit just noted it so I decided to see if it was replicable.

Fired up a new game (version 1.0.3.144, random civ, Deity, pangaea, standard everything else), met Sweden on turn 6 (first met civ, no CSs yet), opened the trade screen and selected Make Peace. It then displays the name of every civ in the game, none of whom (of course) I've met (see attached screenshot). Also happens if you select Declare War On. (Does not happen when you go to the Discuss screen and try to select Shall We Declare War On.)

I then disabled BNW and fired up a G&K game -- same result (met Mongolia on turn 2, Make Peace and Declare War On show all civs). Then disabled BNW and G&K, and same thing happens in vanilla.

Has this always been the case? Or is this a result of the BNW balance patch or yesterday's hotfix?

So there's a problem. When asking to declare war or make peace with someone, all the unmet players are shown. I asked Babylon to declare war against the Netherlands and all of a sudden saw China whom I did not meet yet. Not wanting to spoil anything, I opted out. Plus, we're all on the same continent and no one has discovered astronomy yet. The most literate is Indonesia, same continent, but has only researched gunpowder in the Renaissance era. So is this a bug, or an addition to the game?

Also, if you hover your mouse over an unmet AI's borders, it tells you who it belongs to.
 
When I click on the "Other Players" option in the diplomacy, and choose "Declare War On" or "Make peace with", I can see all civs in the game (A bit of a spoiler)
 
Just adding that I have the same issues since the newest patch (hotfix? today or yesterday)

It's not the end of the world but kinda sucks knowing who is all in the game.

I also got the bug in my current post-patch game.

I had not noticed it in my previous game, I'm not sure if this always happen or only under certain conditions. I was at war when it happened.
 
I just checked and same problem when asking a Civ to make peace. I haven't noticed this until I got the latest patch just a few weeks ago.
 
Steps to reproduce:
Start a game, meet your first civ, open up the diplo screen, choose 'trade', go to 'other players' and then choose either 'declare war on' or 'make peace with'.
Under both tabs you'll see all players in the game listed, met or unmet, civs and CS's.

I'm surprised I didn't find this earlier, I assume it's been like this all along? I'm not even sure.

I'll tell the story of how I stumbled upon it, you'll get a feel of how it affects gameplay that way.
I had started up a game as the Ottomans and at turn 20 this was my known map:

It looked like it could be an island with just me and Augustus Caesar - he's the purple blot in the south.
Then at turn 22 I meet Singapore:

They are all the way in the north:

I thought I would be the first to have met Singapore, and that Augustus Caesar hadn't been in this northern region yet. But I only got 15 gold for meeting, so someone had met Singapore before me.
I wanted to know whether it had been a Roman scout, or whether there were other civs on this landmass after all. So I contacted Augustus to find out. Singapore should be mentioned in his list of contacts if he knew about them.
I opened up diplo trade and 'declare war on' to see who he knew. It's then that I saw this:

I learnt that he had met Wellington, which didn't surprise me, Wellington being situated just west of him. I also learnt he had not yet met Singapore, them being greyed out, which was the piece of information I was after, so now I knew there were probably more civs on this landmass after all!
But the thing that bugs me is all players in the game being mentioned in this list. I shouldn't be learning all those names yet! Just mutual contacts should be listed here.
 
Sorry, I should have better looked whether this had been reported before or not. :mischief:
But at least I'm not the only one who finds this worthy of attention...
With just people recently posting about this, probably it's something that only creeped in recently.
 
Suspect it was the hot patch, which also caused the lists of strategic and luxury resources to be displayed by default (a good change IMO).
 
Confirming this bug. It's really annoying, as I want to try bribing an AI to keep their attention off me, but I'm trying not to read all the spoilers at the same time.
 
I've noticed that early in game, if you go to the trading screen with another civ and press "Declare war against" it will show a list of all the civs and CS.
 
This has been reported by a number of folks. Seems to have been introduced in the Fall patch.
 
Hello

I recently found out that, once I met the first AI Civ ingame, I can figure out who else is in the game simply by looking at the "DECLARE WAR WITH" trade option.

I'm not at the computer where I have Civ 5 installed so I can't provide a screenshot or a savegame but i could reproduce the problem in two different games.
