makeing tax collector

Hit P and take a citizen off production. Then ESC to exit that function. Next hit 1 to turn the unemployed citizen into a tax collector instead of a Elvis or a scientist. But remember, your city needs to be at least size 5 or else you can't do this.
 
Get into the city view (click on the city), click on the square you want to take out of production. On the top of the screen, one of your citizens will become an entertainer (Elvis). Click on him and he will become a tax collector. If you want a scientist, click on him again.

Repeat as wanted.

I was wondering if you used a mouse...

I must say, I'm impressed. How did you learn the no-mouse method? I tried to figure it out before I realized I could use my mouse, and failed miserably. Sadly, I almost gave up on the adventures of Civilization before even starting...but luckily, I realized that I could, in fact, use the mouse. And thus was disaster avoided.
 
Phew, that would have been alful!

My pure DOS laptop, which I use for civ, has a very crappy J-button mouse system so I simply forced myself (or rather: my civ addiction) to press every single key in all the screens. After a year or so of this I've found that the keyboard is a much more quick and effective method of playing. It's kinda like when you learn to touch-type and you just think the words and they appear on the screen. To change the production of a city I hit tab, locate the city with the cursor, hit enter and C. Much easier then the mouse. :D

Maybe sometime you could post the keyboard shortcuts (or perhaps you have somewhere and I've missed it)?
