Making Larger Cities More Viable

Larger Cities need to be better rewarded in Civ 6, not necessarily to make Tall Play viable but to bring back the advantages of long-term investment and development of cities.

The current "Infinite City Spam" direction in Civ 6 has made the value of individual cities irrelevant, instead relying on an overabundant quantity of cities. This makes Quality useless in the face of sheer Quantity, making the game less enjoyable for those who enjoy investing in long-term quality instead.

I think the best solution for this issue that is easy to implement is to allow larger cities to work beyond the 3rd ring to the 5th ring, limited by population.

Example: Cities beyond 20 population get to work the 4th ring, cities beyond 30 get to work the 5th ring.

Careful city placement is pretty much irrelevant now since anybody can just build more cities to compensate, that means the original intention of limiting cities to the 3rd ring no longer applies.
