Thanks for your help in this, but frustration drove me to mess around all evening and I figured it all out.
In the scenario tab I hadn't selected all the civs I wanted, only the one I was placing at the moment. So It was if I had only one civ in the game. Duh!
Also I found that I have 2 versions of Civ edit (1.4 & 1.5) and that I had been using the earlier pre conquests one, causing the initial load problems.
I actually got the scenario going last night and played a couple of thousand years. Because the terrain is very lopsided, resources are too. No saltpeter or oil in western Europe!
The map size and relative emptiness crates an advantage for expansionist civs exploiting goody huts to get a tech lead, but the huge distances means that there is little contact between civs. I put in starting locations for all the civs except: china japan, korea, and the new world civs. I started the zulus south of Egypt along the nile and India at the mouth of the Indus river.
I'm thinking of adjusting the time scale to make it an ancient age to middle ages scenario.
