what would be the perfect Europe map if I really want it to be a game where alot of players can play and there will be border was and some realistic city placement?

It's pretty popular in MP games. Follow the directions exactly and make sure other players do so as well as far as where to put the file.

Border Wars are pretty much a given on just about any Earth map except some location like the New World in the early game.
