Map/Savegame Editor for resources?

Hi guys,
just found my old colonization cd and thought it would be nice to play that masterpiece again.
I was now wondering whether there's a map editor or savegame editor (got mapedit and cedit) with which special resources on the map can be modified? Or can it be done by hex-editing the map- or savegame-files?

Probably not with the map editor. From what I remember you create the terrain with the editor but special resources are added at random each time the game starts.
