Marines or tanks?

Not as good as anti-tanks vs tanks, but still better choice than infantries as well as neither gets a bonus. They are also good at attacking machine guns

As city garrisons, this isn't strictly true. At 40% culture while fully fortified the anti-tank is only slightly better defending against tanks, if both have C1 they are equal. Promotions will make a bigger difference to the marine due to higher base strength and not starting with ambush.
As culture defenses in the modern era are typically 60% and having only 1 promo for units that aren't drafted is quite rare, the marines are probably better defending cities against tanks than anti-tanks.

If your defending a city you have just captured however, the advantage shifts back to anit tanks with avengance.

The big advantages of anti-tanks are that they are incredible at attacking tanks, much cheaper, have an aircraft intercept chance, good stack defense and coming with a cheaper tech with less requirements :goodjob:.

It's only possible if you draft a unit in a city that builds one that turn.
 
That's what I meant by "come in later than infantry" :)
