Maui makes Norway great again

That ability to seed harbors really works well for most coastal civs (England, Phoenicia), but for Norway it’s a little game-changing. I don’t think anyone thinks of the stave church as a top tier UI, but with Heroes on, I think it might be worth another look.

By late Medieval, I was suzerain over Auckland, had God of the Sea, recruited Maui, and could build (buy) shipyards.

This effectively meant that I could seed 4 coastal resources around targeted settlement location, plant a city, then wait for the harbor and holy site to be built. Normally this would take a while, except that with GotS and Auckland, there was more than adequate food and production, because there were at least 4 good coastal tiles to work (each tile adding 3f, 3p, 3g + whatever resource, after fishing boats). But once the harbor came online, things started to get nuts. Buying a lighthouse and shipyard with naval tradition meant even without freshwater, there was 7 housing (9 with), then also 12 straight production, add a district and we’re at 14! With the stave church, the coastal resources double-dip again, adding another straight 4p. The stave church is also crucial, because suddenly faith is important to have to re-recruit Maui again and again.

The net result of all of this is a 4-pop city (though likely higher very soon) that has 34 production without any mines or IZs.

This is achievable with anyone of course, with a little less end production. The stave church doesn’t add that much faith or production. And anyone can get Auckland or GotS. The last cherry on top is of course that bar Maori, Norway gets first go at the open ocean, so finding and seeding prime settling locations is easy for them.

All in all, great synergy.

And with that extra Production, you can chop Woods and Rainforests to produce so many Longships, which you can then use to raid and pillage nearby Civilization and City-States, which in turn will help fuel your Science and Culture. Be sure to get Liang to get the Fishery Improvements, which you will need to increase your Ocean and Coast Tiles without Resources. You'll also want the Great Lighthouse for the extra movement in your Longships, and Kilwa Kiswani for the extra Envoys.
