The game I am currently playing started with 18, one was destroyed and a few turns later another one appeared but with advanced technologies and half of one civilizations' cities.

Indeed, when I was trying to play crowded games I will always choose huge/large maps so I could get more civs; now I realize that I can play a 18 civ game in a large map and have it be the same (diplomacy wise, i think) as the same game in a huge map

48 civs... imagine the constant "open borders" , tech demands etc. yikes!

Yes, the maximum is 18 countries. Why, you want more? There is however some mods that comes with some more countries, but those are ofc non-official. The are however more leader then countries, which are all different in their own way.
