Maximum Number of colonies

I got a bit nostalgic and I started playing col again.
I tried to max the score as much as possible by having as many colonies as possible. The game limits you to 38 colonies in all. Does anyone know how to edit the game to increase the maximum number of colonies allowed ?

I'd prefer to raise the unit limit. I keep bumping into it after about 5 colonies at the revolution stage.
