I have disabled them somehow anyways, don't remember how I did it but I had to do it to get steam to stop overwriting my Vampire, the Masquerade: Bloodlines mods. Pretty sure I just followed some step to step guide.
I had the same problem just like 2 days ago. I played as the Maya and was surprised that there was no any CS on my continent... I was like, "maybe it's so huge map that they are hiding somwhere else? Or all of them are stacked on some big ass island". Problem is, I enabled 41 CS in game Also, there was no resources... On whole continent, there was like one res of horses and that's it lmao. I went up to 400 turn on Marathon speed, then read this thread and realised something is wrong I had to uncheck More Luxuries and Advanced Diplomacy with CS mods. What a pity, no diplomats in my game now but at least all CSs and luxuries are here. And I don't have the latest version. Problem is... I don't know if those most important mods I have enabled are working, Community Patch's biggest changes. Like, do I play now vs smarter AI? Maybe... cause I had a war at the start of the game (I decided to steal a worker ) and AI seems to withdraw wounded units.
I just normally have it blocked mostly because I am not a social person and don't like the idea of people or organizations knowing what I'm doing even if its just playing a game. Even when I played MMO's like the original Everquest or WOW I never joined guilds or grouped up. I know that means the games are more difficult and I wouldn't experience all they have to offer but I am not an elitist and don't care if I have the best raid gear or whatnot. I only played to have fun evolving a character. Too often when I joined a group or guild I had less than favorable experiences so I just learned to solo. If anyone else has played EQ they know that is very hard to do except for a couple classes.

But I ment that you can have automatic updates enabled (which is by default IIRC), but still disallow background updates/downloads, so it will still update when your not playing.
