Most quality scenarios use 100% custom units. That doesn't make a difference to the speed of the process. The most time-consuming conversions are those that use multiple rules and graphics files.
Neither of those units has espionage abilities (AI role 6). It would make no difference if they did: an attack on an espionage unit with 0 HP would cause the game to crash.
