Menu Graphics Flash

Anyone else having a weird issue in some games where opening a menu will cause the graphics to absolutely lose their minds and start stereo-strobing like the game is trying to melt your brain?

Usually if I exit whatever interface and re-open it it calms down, but it happens a lot.

Your DxDiag actually reports that Humankind (and Stellaris) must have been tough on your system .
In theory your hardware is sufficient, and your graphics driver is recent enough, so... . Maybe just turn down the settings a bit?
