Menu Screen Stasis

Hello all,

I just reinstalled Civilization IV, and the Beyond the Sword expansion, through Steam. I have played the game frequently up through December of last year, and wanted to play it again.

However, I am faced with a technical issue. I have uninstalled and reinstalled twice, made sure all of my video drivers and Windows XP updates were, well, up-to-date.

The issue is upon start up of either of the Civilization programs. The opening cinematic will play, music and all, and my computer will continue acting as normal (cursor still moves, can alt-tab, type, turn capslock/numlock on or off, et al). However, the moment the cinematic ends, or gets passed up, and the menu screen appears, my computer loses contact with its control peripherals (mouse, keyboard). The computer itself isn't frozen, as the theme music continues playing and the graphics continue their shifting. The computer simply stops recognizing the presence of a mouse or keyboard once I'm on CIV4's menu screen.

I have tried to switching my keyboard and mouse from the main computer box to a secondary USB hub, but that changed nothing. This computer ran the game perfectly fine a year ago, and has had no hardware changes since.

I am befuddled, and wondering if anyone else has ever encountered any issue like this, and if so, what they did to remedy it?
