Mercantilism scenario

The other day I had an idea for a nice, peaceful, politically-correct, mercilessly-conquer-the-world sort of scenario. How about a scenario in which all units were either meant for diplomacy or trade? Their attack and defense strength could be manipulated to allow combat between rival units, but since diplomats and caravans can't "invade" cities, you wouldn't be able to "conquer" them in the normal way. They would have to be bribed or subverted. And in order to get the money to bribe enemy cities and units, you could use caravans to set up a trade network.

Does tis sound even slightly interesting to any of you scenariosmiths? If so, try it. I'd do it myself, but I still don't know how to make unit graphics. I suppose I could screw with the rules to just allow spies and caravans, but there are so many more possibilities for new units, improvements, and wonders. Post any thoughts you have, please.
 
Hmm... Interesting, but not quite what I had in mind.

Actually, I planned to include combat in a mercantilism scenario, but rather than representing armies, the fighting units would represent salesmen and executives and other 'buisiness' type units.

And in the rules, the "role" field for all units would be defined as either trade or diplomacy .
It's the normal civ equivalent of caravans attacking each other or diplomats attacking each other (Although I don't know if diplomats and spies can attack even if their A.S. is raised? I'll experiment).
 
Spies and diplomats can be made to attack, regardless of attack power:( However, the idea can certainly be made to work. The trick is finding graphics.
 
I can't see how you are going to be able to use combat if you want all the units to have mercantile powers. Every time a caravan style unit reaches a city you want to attack, it will make a trade route, and every time you attack a city with a spy type unit you'll get the command window. I'd suggest having proper units but just having them as suited businessmen and freight trains or trucks with names like Aggressive takeover, Share price collapse (like a dip's sabotage function) or Insider trading. Ensure that none of the civs is given a capital so that all the cities can be bought if you want to play a peaceful game but this could be quite fun. Corporate heavyweights battling across America to gain total control of the markets! :)
