Merge Better AI with FFH2 request

I'm quite curious now, as I'm seeing marked improvements with the Fall Flat code just doing the XML belining tweaks we discussed.

The next step is to start diving into the DLL code. I dunno if I'm ready for that, but if I can make the AI competent in sea invasions it may be worth the pain...

The Minor Leaders Mod is a Merge of Better AI with FFH2. There's a little bit of XML changed to make boats work properly.

There's some other AI work. You can easily merge just the Better AI from my source with most of the fixes working.
