Merging Mods for Saved Game

I'm trying to merge a a mod into another active mod in my save game. Both mods are extremely small.

I can't seem to get it to work though, even though I've copied over the <components> and <localized texts> sections from one .modinfo and added it to the other .modinfo

I also merged the Rules.sql

Nothing... Could anyone give me a pointer in what I'm doing wrong?
