Military Academy bug?

In the game it says that I cannot build a military academy without military science. However, when I get a great general BTS 3.13 allows me to build the military academy without military science. Also, I am using the unofficial patch by Bhuric, but I don't think that has any reason to do with it.

Is there a reason why or is it a bug?

Is it fair to exploit it and build the military academy before military science or is that cheating? I figure that the AI can also build military academies without military science?

Also, is there a way to quickly fix this in the XML?

I'm pretty sure most people aren't seeing this bug (I know I'm not). That leads me to suspect that there's something specific to your installation that's at issue. Either you have an old copy of the units file sitting around where it's getting used, or the 3.13 patch didn't properly update your copy.

Thanks Bhruic. I am going to check it tonight, as I see that it was fixed in 3.13. I agree with your assessment, so hopefully I can figure it out. I will not be surprised if I did something wrong, though I am not sure if I am smart enough to tell

Edit: I figured this out, it is the EDU 3.14 mod that is causing the problem. I now see someone else reported the same bug. Thanks for all the help!
