Once researched, Military bases may be built like a Fortress except that like a city in itself concentrating only on military units. These military bases uses a percentage of the shields produced from nearby cities to train military units. This is sort of like having a slider for shields going to military units. That way the cities themselves concentrate only on civilian upgrades. While the military bases concentrate on making veterans and military buildings.
With Military bases, a wider variety of military units can be created. Depending on the shields the cities produce and shield-roll-over, maybe 2, 3 or 4 units will be built/per turn instead.
