Military Advisor proposes that either Bronze working or Horseback riding be intial Tech researched.

Further, that the Government then strive for Monarchy, to quickly facilitate Fuedalism once Warrior code is reserched.

The way I view it as Military commander, the defensive units will be the Nation Guard, and should not leave cities unguarded.

All Horse troops (and later mechinized formations) represent the standing Army, under direct military control, answering to the President and enacting the people's, not the governer's, wishes.

National Guard formations shall be:

Warriors
Phalanx
Pikeman
Muskteers
Riflemen
Mechinized Infantry

All of these could augment the standing Army in times of war, and in exploration.

All Navel vessals also fall under the military minister, but all transports are availible upon request to the Trade Minister to transport Caravans, if this doesn't conflict with Military operations in time of war.
 
i'm sure youre advice will be heard by the science leader ,and our voter's will vote for the appropiate tech's.

:o one thing more: We might consider giving unit's like traders ,settler's and transports "millitary escorts" to ensure their safety.

And i'm sure you will sometime's give youre advice as where to buil strategic road's/rails ,fortresses and airbases. :)

The Diplomacy Department would like to voice its approval in theory of your proposed system! :)

Now, the 'National Guard' makes perfect sense, and must be maintained throughout the course of our existance. HOWEVER - to what extent (size wise) will largely depend upon external factors - Barbarian aggression, rival civs, and production needs. I would just like to offer my strong caution to those who would have us lay down a stringent set of defensive guidlines and plan to adhere to them regardless of the situations we will undoubtably face. Compromise will be the key :)

I personally favor a strong standing army, focusing on efficiency over pure manpower. Key points need to be covered, not the entire border. Remember, we have our ZOC's back, for those who've been off Civ 3ing for the last month ;) We need to have the best of the best units available, there will be no excuse for having Phalanx brigades in 1850.

But most of all I just like to talk :D Good work, Mr. Military!
 
I`ve heard somewhere that unlike the other branches of the US Armed Forces, the Marines are under the direct control of the president the others are under the congress control. Now what im thinking is this, when we get to the point when we get marines should we let the president do what he likes with them? He will ofcourse be able to hear our advice about the deployment of the marines,but he has the right to do the exact opposite of what we think. But if he does something stupid with them (like tresspassing or suffer mass casualties) he could be impeached.

All of the US military is under the control of the President. He is the commander in chief. There are certain rules and laws governing their usage for an extended period, and all funding of any type comes from the House of Representatives, but if the President tells the Air Force to drop a bomb on Osoma, He doesn't need to get Congresses aproval. Often times he does before the start of something in the form of letting a few key members know what is going to happen, but to the best of my knowledge even this is a curtousy, not a requirement.

I believe that it would be most unwise to vest sole control of a arm of our mighty military in the hands of one official. While I have complete trust and confidence in both El Duck, and AOA, they will not always be the ones with their hands ont the proverbial bowstring. Future leaders may not be as wise, and it would undermine our Democracy at the very start to give sole control to any one person.
 
Marines fall under the Navy department, and as such are under control of the military minister, and will NEVER be under seperate command, as they are part of the standing army.
 
This all sounds good. The way I see it, The Military Advisor would be responsble for the day to day operation of the "National Guard", and would respond to requests made by other departments, (i.e escorts for settlers, explorers, trade caravans, extra troops to guard certains cities) and would prioritize these issues. The president would make special directives during war-time or in preparations for war or special defensive situations (i.e. protecting strategic passes, land bridges, or straits).
Every single decision cannot be up for a vote, this would be a bureaucratic nightmare.
 
even though i think we should vote on many things, some units should be free for the president to do what he wishes with for example(whats the short word for that btw?) a warrior that has explored the island on wich we are located so we dont have to vote on every petty move
 
For Example = i.e.

The president will have to direct the military as he sees fit based upon the directions given from the people. The direction could be for a horseman to explore the northern peninsula. The President would then do that. Only in the very beginning would the actual space sequence need the attention of the public.

As another example: Suppose the public decides it is time to colonize the newly discovered continent. The could direct that a settler and a phalanx be sent. The president would handle getting them from where they are to the transport and then to the new continent.

At least that is how I view things.
 
I agree with AoA, but understand where Knowtok is coming from. I think that the people need to really be involved in what our military is doing, especially if it's something major. As for minor troop movements and the like, I think that the President may have to use his own discretion.

I do think that we should research Monarchy as soon as possible, but I'm also leaning toward Literature, so that we can get the Great Library. However, if we're offered the chance to go for Monarchy first, I suggest that we go for it.

Btw, I think we should always have a military escort for any non-defense units like Caravans, Settlers, and Transports. Also, if we have Diplomats and Spies, we should send two stacked, so that they won't get bumped back to the capital if they're in another civ's territory. I would prefer that they, too, have a military escort, but that may cause some problems. However, I expect that our Military Advisor will have some better ideas for dealing with that situation when it arises.

guys... so violent... this is what the deputy military leader haz to say:

we shouldent attack them, we should make peace! trade for techs, and even sign an alliance. then we can send boatloads of troops to thier lands to defend it from enemies, then we can build a city in the center of thier empire so we can distribute aid to thier military should they need it for repair.... then, we break the alliance, call all our troops to that city, and slaughter then one by one...
sigh... such childern... we should take what we can before we kill them, of course, and let them devlop some techs for us, THEN kill them, when it looks like they are usless, then that is when we kill them. we will, if I have any say, of course, take all thier cities, not just a few... then we will turn them into productive UF cities, for the rule of our presidents.
 
Such a strategy won't work at emperor level, Pel.

Even a worshipful AI quickly turns to hostile (usually, withen a few turns), and stays that way.

If we attempt appeasement, it will be futile, the AI will pass our techs to all, we will lose our combat and sci lead, and eventually when we ran out of techs the AI would demand our treasury.
I say give them NOTHING.
The only tech worth giving the AI is railroad, to make OUR invasion easier!

A city in the midst of the AI would require a massive military comitment, far out of proportion to it's value.

It would also give AI civs easy access to our techs, through diplo/spy activity.

This is simply poor strategy, and an unneccesary drain on our limited resources.
