I know this won't make it into the game, but maybe someone will like it for a modmod, or maybe someone will like the idea for the UU. Either way, it wouldn't require much new art or buildings or anything.
Anyhow, I think it would be pretty interesting to have a full mimic civ. A civ that doesn't have any special buildings or even traits, but borrows everything from other civs. When they take a city it is much less likely that buildings are destroyed. Even culture buildings.
More importantly, they can even capture foreign palaces and assimilate their bonuses and mana.
Perhaps have foreign culture in cities they conquer decay more quickly, or have the Mimic civ just take over the culture (like the Turks do in Rhye's and Fall).
Since this is a pretty powerful mechanic, I'd propose not giving them any other traits and not giving them any starting mana either.
For a UU, I'd propose giving them Gogo, a mimic that can take the promotions & traits of units he defeats in combat. I'd propose not giving him the hero promotion so he never accumulates experience on his own. He just has to keep getting stronger by fighting stronger enemies. Perhaps he could keep a list of 2 or 3 of his strongest enemies and the player could at any point switch to whichever of those traits/promotions they want to use.
