Minimap "flashing" and revealing undiscovered areas

Hello,

I have a very annoying problem with Civ IV Warlords. Between turns, the minimap flashes for a split second and shows the full map. It looks normal most of the time, with black in places that have not been discovered. But between turns it simply reveals the whole map and then goes back to normal again. Very distracting and terrible for gameplay.

Is anyone else experiencing this?

System specs:

Athlon XP 2500+ CPU operating at 1833Mhz, 333Mhz FSB
512MB (2x256) PC3200 400Mhz DDR RAM (BIOS set to 333Mhz to match FSB on processor)
ASUS A7V600 motherboard (onboard audio, NIC)
160GB HD (ATA133)
80GB HD (ATA100)
16X DVD-ROM (40X CD-ROM)
ATI Radeon 9600XT 8x AGP 128MB DDR RAM (built by Sapphire)
SB Live! Value
IEEE 1394 capture card
Floppy disk
Windows XP SP2

I am using two monitors, a 19" CRT Optiquest Q95, and a 19" flat panel widescreen Viewsonic VA1912wb. The map flashing effect happens on both monitors (ie: it doesn't matter what monitor I launch Civ 4 in, and I have tried both windowed and full screen modes on both monitors. I have also tried unplugging the flat panel and just using the CRT, but none of that helps.)

I have experienced this with the latest ATI catalyst drivers, and also with an older version, so I don't believe it is related to the specific driver version (though may be a general driver problem that has yet to be fixed). Perhaps it's related to the age of the video card? That would suck. Hardware compatibility issues are enough to drive a right thinking PC gamer to consoles!
