Forest produces more shields right, but grassland produces more food. So would it be a good tactic to first mine grassland so you get at least 2 food and 1 shield and after the city has grown a bit plant forest, because you won't need many food. Just be sure you have enough food to feed the city's people.

I used to be stupid, and irrigated grassland like I always did in Civ I. However, irrigating it makes no sense until you are in the modern age, as long as you can reach pop 6 and 12 without irrigation. Once the city reaches the pop limit for the technology (i.e., until you get aqueducts and hospitals), you should only produce enough food to grow to that limit. It's silly to have a size 6 city, that can't grow anymore until you research 60 more turns, producing 6 extra food and fewer shields than it could.

Yeah, mining would would be a good strategy but why would you want to plant forests that early in the game, it takes too much time and it basically wastes the worker until he is finished. I just mine everything then irrigate when they really need it.

Later in the game, especially when a city is stuck at 12 pop, and you've got extra workers waiting around for RR, it's useful to plant forests on unshielded grassland.

I certainly agree with that one!

The nice part with irrigated grassland is that if produces eccess food which can feed citizens working mined hills and mountains.

I usually mine shielded grassland. What I do with unshielded grassland depends a great deal on what other tiles are found within the city radius.
