Two comments on this CT - then I'm done.
First - instructions can be given by the MoD in a general manner, stating the objectives to be covered. Example: "If the Babs bring a large attack force, bring all non-essential troops to defend as you best determine. Should a counter-attack opportunity present itself, you may use up to X units." Example 2 (later in the war): "Begin Operation Culture THIS! on turn 1. Move units as indicated in image A, and attack cities Z and Y. Assign 2 spearmen as defense for captured cities if successful. Once 5 Swordsmen are healed, and no significant Bab counterattack is visible, begin Phase 2. If significant counterattack is visible or suspected, delay phase 2."
The instructions give specific instructions when needed, but focus on the goals, not the how. THAT'S how instructions should be done in situations like this.
Second - stop complaining and figure out how to change the laws if you don't like it. If you don't like it, try to fix it. As much as I dislike his ideas, I respect Strider a great deal because he has tried to change things he didn't like. Here's a free hint: Try a sub-clause under Section I of the CoL. Limit it to allowing minor adjustments and responding to unforeseen circumstances and you'll have a chance of it passing.
