Missiles in naval warfare.

Finally got this to work the way i wanted.

If you want cruise missiles to work on water, you need to add the "tactical missile" attribute to it.

For any naval vessels that you want to carry it, add the "can carry tactical missiles" attribute and set their transport capacity to the desired amount.

The downside to this is that any vessel you so modify can carry tac nukes as well.
